SO IT IS IN EXISTENCE. CAME IN LAST YEAR. THEY WERE LOOKING TO GO INTO THE CHURCH ON MACARTHUR.

SO AT THAT TIME THEY WERE LOOKING AT, OR THEY WERE APPROVED FOR 100 STUDENTS TOTAL MAX.

SO THIS IS KIND OF LIKE A TWO YEAR DEAL. SO FOR THIS UPCOMING SECOND YEAR, THEY ARE REQUESTING THAT THAT TOTAL OF 100 STUDENTS BE BUMPED UP TO 130. I GUESS THE, THE REASON BEING THAT THEY DON'T HAVE 100 A RIGHT NOW, THEY HAVE LIKE, I THINK 69 FAMILIES OR 69 KIDS, 32 FAMILIES.

AND OF THOSE 69 KIDS, THEY'RE NOT THERE ALL THE TIME.

SO THE SUMMER THERE, LIKE MONDAY, WEDNESDAY, FRIDAY AND SOME OF THEIR TUESDAY, THURSDAY.

AND THEN I THINK THERE'S LIKE THREE THAT COME KIND OF A LA CARTE WHENEVER THEY WANT TO GO.

SO THEIR, THEIR THINKING IS THAT IF IT WAS 130 KIDS TOTAL, YOU STILL WOULDN'T HAVE 100 KIDS THERE AT ANY ONE TIME, IS WHAT THEY'RE LOOKING AT.

SO SINCE WE I THINK THE BIG ISSUE LAST YEAR WHEN WE WERE LOOKING AT IT WAS, HEY, ARE THEY GOING TO START BACKING UP ONTO THE STREET OR ANYTHING LIKE THAT? SO NOW WE HAVE SOME REAL LIFE RESULTS BECAUSE THEY'RE ACTUALLY THERE.

AND SO SOME OF THE PICTURES THAT I'M GOING TO SHOW YOU THAT WERE IN YOUR PACKET BASICALLY SHOW THAT THE BIGGEST LINEUP WAS LIKE 17 CARS WHEN THEY HAVE A QUEUING OF 36.

SO NOT EVEN LIKE SO ROUGHLY ABOUT HALF, NOT EVEN HALF OF THEIR QUEUING WAS TAKEN UP.

AND IF YOU LOOK AT THE PROGRESSION, BECAUSE THEY TOOK SOME PICTURES LIKE WITHIN A COUPLE OF MINUTES, LIKE THOSE PEOPLE ARE GONE. RIGHT. SO IT'S PRETTY QUICK IN AND OUT.

THIS COMING YEAR, THEY'RE LOOKING ALSO AT MAYBE EXTENDING HOURS FOR LIKE AFTER SCHOOL CARE.

SO I THINK RIGHT NOW THEY END AT LIKE 3:30 SO LAST PICKUP BY FOUR.

I THINK THIS UPCOMING YEAR, THEY'RE LOOKING AT MAYBE 5:00 TO BE LIKE THE LAST END OF THE DAY KIND OF DEAL.

IT'S REALLY PRETTY MUCH IT. MARY. [INAUDIBLE] FROM MEMORY, I CAN'T REMEMBER.

THEY COMMIT TO THAT SPLIT CLASS SCHEDULE. IS THAT A CONDITION THAT THEY HAVE A SPLIT SCHEDULE? I'M NOT SURE IF IT'S A CONDITION, BUT THAT'S HOW THEY OPERATE THEIR SCHOOLS.

RIGHT. AND THIS YEAR, I THINK THEY HAD 60, 66 OR 69, LIKE THEY DIDN'T MEET THAT THRESHOLD, BUT I GUESS THEY ALREADY HAVE PEOPLE LIKE SIGNING UP FOR NEXT YEAR.

SO THEY JUST WANT TO BE ABLE TO HAVE THE FLEXIBILITY THAT IF THEY GET, YOU KNOW, 110 KIDS THAT THEY CAN'T SAY THAT THEY DON'T HAVE TO SAY NO, THEY'VE EXPANDED THEIR PICKUP WINDOW. IS WHAT YOU'RE SAYING.

THEY, THEY, THEY. SO THE PICKUP, THE MORNING IS GOING TO BE THE SAME, BUT THE EVENING PICKUP, BECAUSE IF THEY OFFER SOME KIND OF AFTER SCHOOL CARE, THERE WAS SOME CONCERN ABOUT THE CONFLICT WITH.

THEY DON'T THEY DON'T THEY DON'T HAVE THE SAME TIME FRAMES AS THE OTHER SCHOOL.

MAYBE STERLING BACKED UP OR SOMETHING? NO. OKAY.

YEAH. BECAUSE, WELL, PARENTS QUEUE UP FOR PICKUP.

YEAH. AS OPPOSED TO DROP OFF. DROP OFF IS AS YOU GET THERE, RIGHT? YEAH. BUT THEY QUEUE UP FOR PICKUP. AND IF THEY HAVE A LARGER WINDOW TO PICK UP FROM, THERE'S LESS URGENCY FOR THE PARENT TO PICK UP RIGHT AT 3 OR 2:30 OR WHATEVER IT IS. WELL, YOU'LL JUST BE PAYING FOR THAT SERVICE.

SPECIFICALLY CALLING OUT TRAFFIC? SO IF THEY HAVE EXTRA ROOM IN THEIR QUEUE, THEN THEY COULD POTENTIALLY ACCOMMODATE 130 WITHOUT IT BEING A PROBLEM.

EVEN NOT DOING A SPLIT SCHEDULE. THEY BROUGHT IT UP, I DID.

THAT'S SHE, SHE OFFERED THAT WE DO SPLIT SCHEDULING SO THAT CERTAIN KIDS COME ON CERTAIN DAYS AT CERTAIN TIMES, AND OTHER KIDS COME AT OTHER TIMES, IT'S ON OTHER DAYS.

AND THEREFORE WE'RE NEVER GOING TO HAVE A QUEUING PROBLEM.

RIGHT. SO THEY HAVE MONDAY, WEDNESDAY, FRIDAY. FULL DAY ATTENDEES 66.

TUESDAY, THURSDAY, FULL TIME, FULL DAY ATTENDEES 39.

SO THEY WOULD ALSO HAVE STUDENTS THAT COME KIND OF A LA CARTE, LIKE MAYBE THEY MIGHT JUST GO FOR THE MORNING, OR MAYBE THEY JUST GO FOR A CERTAIN CLASS IN THE AFTERNOON.

SO IT'S NOT LIKE WE HAVE 100 KIDS OR 130 KIDS THAT COME EVERY DAY, ALL DAY.

RIGHT. BECAUSE IF THEY IF THAT'S 130 CARS, THEY DON'T HAVE THAT BACKS UP ONTO THE CAR.

WELL, AND THE MAJORITY OF THEM ARE LIKE 2 OR 3 KIDS.

YEAH. RIGHT. SO I UNDERSTAND THAT, BUT WE CAN'T MAKE THAT ASSUMPTION.

RIGHT. IT'S NO DIFFERENT THAN THE WALMART PARKING LOT.

THEY HAVE TO ASSUME THAT ONE CUSTOMER, ONE CAR.

YEAH. AND SO WE HAVE TO BE OKAY WITH IF THEY DO HAVE MORE THAN 35 CARS COMING AT ONE TIME,

ONE CAR IS GOING TO BE OUT IN MACARTHUR.

I DON'T KNOW IF HE CAN DO THE MATH LIKE THAT BECAUSE THINK ABOUT THINK ABOUT SOME OF THE OTHER SCHOOLS WE'VE LOOKED AT. ONE, THERE'S THERE'S, YOU KNOW, TRAFFIC PROBLEMS, PROBABLY ALL OF THEM.

BUT LIKE, FOR EXAMPLE, LIKE LAKESIDE, WHERE WAS WE'RE TAKING IT UP TO 600 AND THEY DON'T HAVE ROOM FOR A 600 CAR STACK, RIGHT. SO I THINK JUST BECAUSE IT'S 130, IT DOESN'T NECESSARILY MEAN THAT THERE'S GOING TO BE 130 CARS.

SO. BECAUSE PEOPLE MAKE ADJUSTMENTS. YEAH. AND NOBODY ARRIVES AT THE EXACT SAME TIME AND SO FORTH.

SO AND I MEAN, I AGREE, AND I CAN ASSUME THAT BECAUSE THIS IS A MORE INTIMATE.

YEAH. FACILITY, THEY ARE GIVING MORE FLEXIBILITY TO THEIR PARENTS.

YOU KNOW, I LIVE RIGHT BEHIND WILSON AND BOTH SIDES OF SOUTH COPPELL ROAD.

THERE'S A LONG LINE AND IT'S INSIDE MY NEIGHBORHOOD BECAUSE MANY OF THE PARENTS WAIT IN THE BACK ENTRANCE.

YEAH. SO BECAUSE THEY ALL WANT TO QUEUE UP, BECAUSE THEY ONLY HAVE A SHORT WINDOW TO PICK UP TO.

I AGREE. YEAH. SO IF WE CONDITION IT ON TRAFFIC, IT'S GOING TO BE BASED ON OBSERVATION OR SOMEONE COMPLAINING.

AND WHAT THEY WILL PROBABLY SAY IF WE DO AFTER SCHOOL, INSTEAD OF PARENTS PICKING UP AT THREE, THEY'RE GOING TO PICK UP AFTER SCHOOL AT FOUR.

SO THAT WILL TAKE AWAY SOME OF THE IT'LL DRIVE.

YEAH. NO ONE WILL PROBABLY BRING THEIR CHILD THERE FOR ITS CURRENT STUDENTS THAT WILL STAY ON CAMPUS.

YEAH, THAT'S MY ONLY CONCERN IS LIKE CONDITIONING, SOMETHING THAT'S SORT OF INDIRECT WHERE THEY MAINTAIN A SPLIT SCHEDULE, BUT THEN TRAFFIC IS STILL A PROBLEM. YOU KNOW, LIKE YOU MAY NOT, YOU MAY STILL HAVE A PROBLEM. AND SO AND THEN TWO, LIKE PHILOSOPHICALLY, I DON'T NECESSARILY LIKE CONDITIONING AN OPERATION WHERE LIKE, WE'RE NOT, WE'RE NOT REALLY SOLVING NECESSARILY SOLVING ANYTHING OR TRYING TO COME UP WITH A.

I MEAN, IT DOES. WELL, YEAH, I MEAN, IT DOES IN TERMS OF LIKE, IF IF THEY AGREE TO IT, THEN I THINK THAT SEEMS REASONABLE TO SAY, OKAY, IT'S GOING TO BE SIMILAR, BUT IT DOESN'T SOUND LIKE IT'S BEEN A PROBLEM.

YEAH. I JUST DON'T KNOW HOW YOU WOULD WORD SOMETHING LIKE THAT.

AND IT'S GOING TO BE AND THERE'S A COMPLAINT ON IT.

BUT THEN THAT'S WHERE WE CAN SAY, WELL, WE COULD INSTITUTE ZONING AND REVOKE THE SUP.

IT'S WELL TWO YEARS I BELIEVE. I DON'T KNOW IF WE PUT THAT IN THE ORDINANCE, BUT IT WAS ONLY FOR TWO YEARS THAT THEY WERE LOOKING TO DO IT FOR TWO YEARS.

BUT I MEAN TO YOUR POINT, IF THE IF THEY'RE AGREEING TO THE SPLIT SCHEDULE AND THAT'S THE WAY THAT THEY OPERATE, THAT ACTUALLY THAT WOULD ACTUALLY MITIGATE THE PROBLEM.

IF THAT ACTUALLY, YOU KNOW, IT OPERATES LIKE IT'S OPERATING.

I DON'T KNOW IF THEY GIVE. AND I THINK PART OF IT IS THE SPACE PROBLEM TOO, BECAUSE THE CHURCH ISN'T VERY BIG, IS THERE, THE CHURCH OF THE APOSTLES. YEAH. AND SO THEY MAY NEED TO SPLIT IT UP BECAUSE THEY CAN ONLY ACCOMMODATE SO MANY CHILDREN.

AND NOW YOU'VE GOT ACCREDITATION ISSUES THAT YOU MENTIONED EARLIER.

SO I THINK THEY HAVE ENOUGH SPACE FOR THE KIDS.

WELL, YOU DON'T HAVE ANY REAL CONDITIONS ON THIS IN YOUR RECOMMENDATION.

YEAH. I LIKE THE FACT THAT LET'S JUST LET THEM MANAGE IT.

AND IF THERE'S A COMPLAINT, LET'S DEAL WITH IT.

THEN WE NEED TO COME TO A PROBLEM. I'M FINE. YEAH, I'M JUST TRYING TO AVOID A PROBLEM.

WHAT IS IT GOING TO BE SOME OF THE SOLUTIONS? WELL, WHY DON'T WE ALLOW PARKING FOLKS TO COME IN FROM THE BACK? THAT WILL HELP AT LEAST PROVIDE

AN OPPORTUNITY TO REDUCE THE QUEUE? ARE WE GOING TO REALLY DENY THAT? BECAUSE YEAH, YEAH, YEAH. I THINK IF THERE'S AN ISSUE, WE'LL DEFINITELY LOOK AT IT.

THERE'S A LIMITATION. WHEN WE BOUGHT THAT PROPERTY, WE PUT A LIMITATION ON THE CHURCH'S USE OF THAT PARKING LOT.

THEY GET TO USE IT ON THEY'RE A TENANT OF THE CHURCH. SO I WOULD COUNT THAT AS THE CHURCH IS PROVIDING FOR A USE THAT VIOLATES THAT CONDITION.

YEAH, BUT WHY DID I DO THAT, BOB? WHY? BECAUSE WE WANTED ACCESS TO THE PARK.

IF IT'S FULL OF CHURCH PEOPLE, THEN THE CITIZENS CAN'T GO TO THE DOG PARK.

YEAH. AND IF THE TIMING ALIGNS WITH THE ELEMENTARY SCHOOL NOW WE'VE GOT A LOT OF CONFLICT.

THE SCHOOL OFFERS CLASSES FROM PRE-K THREE THROUGH 12TH GRADE.

HOURS ARE MONDAY THROUGH FRIDAY, 8 TO 4, AND THEY'RE LOOKING TO POSSIBLY EXTEND IT TO 5 P.M.

FOR AFTERCARE SERVICES IN THE UPCOMING YEAR. SO ENROLLMENT FOR THE FIRST YEAR HAS 69 STUDENTS FROM 32 FAMILIES.

FOR THE UPCOMING YEAR, THEY HAVE RECEIVED 41 APPLICATIONS THUS FAR.

JUST TO NOTE, THE SUP, WHICH WAS APPROVED LAST YEAR, GAVE THEM A LIMIT OF 100 STUDENTS.

THEY'RE LOOKING TO UP THAT TO 130 STUDENTS FOR THIS UPCOMING YEAR.

SO NOT ALL STUDENTS ATTEND EVERY DAY. THEY HAVE 66 STUDENTS THAT COME MONDAY, WEDNESDAY, FRIDAY, AND THEN 39 STUDENTS THAT ATTEND THEIR TUESDAY THURSDAY, AS WELL AS THREE THAT COME AS THEY SAY, A LA CARTE DEPENDING ON WHAT IS BEING OFFERED.

SO HERE YOU CAN JUST LOOK AT THE CLASSROOM LAYOUT.

SO INITIALLY THE CONCERNS THAT STAFF HAD WAS WITH THE ORIGINAL CASE WERE ADDRESSED BY THIS TRAFFIC STUDY AND CIRCULATION PLAN.

THE PLAN SHOWS THAT STACKING INTERNAL TO THE SITE AND NOT FROM STARLEAF DRIVE, THEREFORE WILL NOT CONFLICT WITH RIVERCHASE ELEMENTARY, WHICH IS JUST OFF OF MACARTHUR AND STAR LEAF TO THE NORTH.

THEY HAVE A MAXIMUM VEHICULAR QUEUE OF 36 VEHICLES.

THERE WILL BE UP TO THREE VEHICLES LOADING AND UNLOADING AT A TIME, WITH STAFF MEMBERS ABLE TO ASSIST.
